The theory and practice of social benefit cost analysis is examined. Topics include: principles of benefit cost analysis; discounting the effects of time on the value of benefits and costs; rationale for identification of primary and secondary benefits and costs; methods of valuation – market and non non-market valuation; validity of multiplier effects; and accounting for risk and uncertainty.
